Todd Beard was born in Bismarck, North Dakota, and graduated from Hazelton High School. He has been married to Debra (Dauenhauer) Beard since 1984 and has two daughters, Kimberly and Kayla. Beard has held various community roles, including serving as a Safety Trainer and being a member of the Knights of Columbus, Moose Club, and Basin Kruzers. He is a member of the Republican Party and has resided in Williston, North Dakota, where he has been serving as a member of the North Dakota Senate from the 23rd district since 2023.
