Fred Schwengel graduated from Northeast Missouri Teachers College and attended graduate school at the University of Iowa. He served in the Missouri National Guard and worked as an athletic coach and instructor of history and political science before managing an insurance business. Schwengel entered public service by being elected to the Iowa House of Representatives and later served eight terms in the U.S. House of Representatives. He founded the United States Capitol Historical Society and the Republican Heritage Foundation, and he was a trustee for a combined fraternity.
